First of all, let me clarify that I am honestly not quite clear whether the state personnel involved with Lifechanyuan belong to Domestic Security (Guobao) or State Security (Guoan), so I have no choice but to address both together.

From online searches, I learned that Domestic Security is primarily responsible for maintaining national security and social-political stability, keeping track of social and political trends, and preventing, stopping, and cracking down on illegal and criminal activities that endanger national security. State Security is mainly responsible for counter-espionage, intelligence gathering, and anti-infiltration within national security work. Its core function is to prevent, stop, and punish acts undermining the national security of the People's Republic of China conducted by foreign espionage and intelligence agencies, as well as other hostile forces.

In light of the functions of Domestic Security and State Security, I state to you with full sincerity that from its inception to this day, Lifechanyuan has never had any form of contact with any foreign "anti-China" institutions or organizations as defined by you. Lifechanyuan has never received a single penny of funding or donation from any individual, institution, or organization other than Chanyuan Celestials themselves. Lifechanyuan has never maintained a cooperative relationship with any organization, institution, or individual either domestically or abroad; though we once had contact with the Konohana Family community in Japan and became sister communities, it was not a cooperative relationship.

In other words, from theory to practice, Lifechanyuan has never engaged in any illegal or criminal activities that undermine national security or social-political stability. In fact, Lifechanyuan has never had the intention or practice of undermining the security and social-political stability of any country. Your high level of vigilance toward Lifechanyuan stems from oversensitivity. Lifechanyuan is an international large-family institution legally registered in Canada, and we do not particularly concern ourselves with China's affairs. It is only because the majority of Chanyuan Celestials in the early days were Chinese citizens that you assumed Lifechanyuan only operates in China. However, your excessive focus and concern are truly unnecessary. Lifechanyuan has existed in Canada for over nine years, and the Canadian government has never once interfered in Lifechanyuan's affairs. Why? Because everything in Canada operates within the framework of the rule of law; as long as citizens do not break the law, they enjoy a high degree of freedom. This is unlike China, where law enforcers can break laws and violate discipline at will, and always rule the ordinary people through methods of threat and fear—this is not a long-term strategy for national security and social-political stability.

Your warnings and restrictions preventing Chanyuan Celestials from accessing the Homeland website are improper, and they also violate the spirit and articles of the Constitution of the People's Republic of China. If you speak of the law and abide by it, maintaining national security and social-political stability according to the principles of the rule of law, it would be best for you not to restrict the activities of Chanyuan Celestials within the boundaries of the Chinese Constitution and laws.
